In Rwanda, the gap is driven by import-heavy trade balance, dollar demand, managed depreciation; in Kenya, by seasonal dollar demand, import-cover pressure, regional remittance flows. Because each official rate can overstate what its currency is really worth, an official RWF/KES cross can be doubly misleading.
